Set the target rotation count. However, the CanServo/MODE/RUN/en setting works only in Turn Mode.

Combines with CanServo/POSITION_NEW/en to specify the target position in units of 16384 = 360 deg.

Target position = TURN_NEW x 16384 + POSITION_NEW
