It is an ID that distinguishes only Actuators among UAVCAN devices.
It works independent of CanServo/ID/Node/en.
The range is 1 to 127.
Before FW Ver 1.5(1), there were several ways to set Node ID and Actuator ID. For the past method, refer to CanServo/ID/modes/en.
